現(xiàn)有的國(guó)際公法教材雖然體系完備，但無(wú)法直接應(yīng)用于雙語(yǔ)或者全英語(yǔ)教學(xué)實(shí)踐；國(guó)外教材存在價(jià)格昂貴、過(guò)于龐雜等問(wèn)題。
本書主要具有以下特點(diǎn)：第一，理論體系完備，在教學(xué)內(nèi)容上可與國(guó)內(nèi)主流國(guó)際法教材相配套。通過(guò)本書的學(xué)習(xí)，學(xué)生可以迅速把握國(guó)際法學(xué)的基本學(xué)科知識(shí)體系，對(duì)國(guó)際法基本概念、基本原則和基本規(guī)范有更加清晰的了解。第二，凸顯思政意識(shí)，在內(nèi)容編排、問(wèn)題設(shè)定和案例材料編選上，強(qiáng)調(diào)中國(guó)問(wèn)題、中國(guó)意識(shí)和中國(guó)立場(chǎng)，特別是通過(guò)與中國(guó)有關(guān)的國(guó)際熱點(diǎn)問(wèn)題的國(guó)際法分析，培養(yǎng)學(xué)生的愛(ài)國(guó)主義情懷和維護(hù)國(guó)家利益的法律意識(shí)。第三，順應(yīng)課堂教學(xué)改革，強(qiáng)調(diào)學(xué)生的教學(xué)主體地位，為案例教學(xué)和對(duì)分課堂等創(chuàng)新教學(xué)方法的實(shí)施創(chuàng)造條件。第四，以培養(yǎng)復(fù)合型法律人才為教學(xué)目標(biāo)。通過(guò)問(wèn)題設(shè)定和材料選擇，引導(dǎo)學(xué)生進(jìn)行拓展閱讀，強(qiáng)調(diào)語(yǔ)言能力與學(xué)科思維能力的綜合，以及國(guó)際法和國(guó)際政治理論與實(shí)踐的交融。
本書共十六章。包括國(guó)際法總論、淵源、國(guó)際法與國(guó)內(nèi)法的關(guān)系、基本原則、主體、國(guó)家領(lǐng)土，國(guó)際法上的國(guó)家、個(gè)人和人權(quán)的國(guó)際保護(hù)，以及國(guó)際組織法、國(guó)際海洋法、國(guó)際空間法、國(guó)際條約法、外交關(guān)系法、國(guó)際責(zé)任法和國(guó)際環(huán)境法、和平解決國(guó)際爭(zhēng)端、國(guó)際刑法和國(guó)際人道法等方面的內(nèi)容。
每一章節(jié)由四部分構(gòu)成。第一部分是概念和基本規(guī)則，主要參考經(jīng)典國(guó)際法學(xué)英文教材，對(duì)本章節(jié)涉及的核心概念和基本規(guī)則進(jìn)行簡(jiǎn)要的描述，勾勒出基本知識(shí)體系，為課堂教學(xué)中的教師講授環(huán)節(jié)提供框架，并為之后教學(xué)環(huán)節(jié)的開(kāi)展，如主題討論和案例討論等奠定基礎(chǔ)。第二部分是課堂討論題，具體圍繞國(guó)際法上的理論問(wèn)題或者現(xiàn)實(shí)問(wèn)題展開(kāi)。這些問(wèn)題可以作為教師教學(xué)設(shè)計(jì)所圍繞的問(wèn)題線索，也可以作為學(xué)生課堂討論的話題。第三部分是閱讀材料，圍繞第二部分討論題涉及的法律問(wèn)題進(jìn)行選擇和編輯，主要是相關(guān)問(wèn)題的經(jīng)典國(guó)際法著述和國(guó)際法院近十年來(lái)的經(jīng)典案例，提供學(xué)生課堂主題演講和討論的材料，闡明相關(guān)法律規(guī)則的現(xiàn)實(shí)價(jià)值，以提高學(xué)生的閱讀和檢索英文國(guó)際法資料的能力。第四部分是延伸閱讀文獻(xiàn)，圍繞本章節(jié)教學(xué)內(nèi)容和課堂討論的主題進(jìn)行編寫。
本書在內(nèi)容、體例上充分考慮中國(guó)學(xué)生學(xué)習(xí)國(guó)際法的認(rèn)知特點(diǎn)，并與馬工程教材相配合，豐富國(guó)內(nèi)現(xiàn)有的涉外法律教材體系。同時(shí)，問(wèn)題意識(shí)突出，通過(guò)對(duì)國(guó)際熱點(diǎn)問(wèn)題和經(jīng)典國(guó)際法案例材料的選取，引導(dǎo)學(xué)生圍繞問(wèn)題去學(xué)習(xí)和理解國(guó)際法規(guī)則和理論。

王云鵬，對(duì)外經(jīng)濟(jì)貿(mào)易大學(xué)國(guó)際法學(xué)博士、華東政法大學(xué)博士后，河南大學(xué)法學(xué)院副教授、國(guó)際法教研室主任，美國(guó)佩斯大學(xué)法學(xué)院和芝加哥大學(xué)法學(xué)院訪問(wèn)學(xué)者。已在《國(guó)際貿(mào)易問(wèn)題》《中國(guó)法學(xué)》（英文）等中外期刊發(fā)表中英文論文10余篇，出版專著2部，主持或參與博士后科學(xué)基金項(xiàng)目、中國(guó)法學(xué)會(huì)部級(jí)課題和國(guó)家社科基金重點(diǎn)項(xiàng)目3項(xiàng)。主講《國(guó)際法》《國(guó)際經(jīng)濟(jì)法》《世界貿(mào)易組織法》等課程。
陳亞蕓，武漢大學(xué)國(guó)際法學(xué)博士、比利時(shí)根特大學(xué)訪問(wèn)學(xué)者，河南大學(xué)法學(xué)院副教授。 2013年7月曾赴海牙國(guó)際法院交流。已在《現(xiàn)代法學(xué)》《法學(xué)評(píng)論》《歐洲研究》等期刊發(fā)表論文20余篇，出版專著1部，主編或參編教材4部，主持國(guó)家社科基金青年項(xiàng)目1項(xiàng)，參與國(guó)家社科基金和教育部課題多項(xiàng)。主講《國(guó)際法》《歐盟法》《國(guó)際組織法》等課程。
